Oakland City Council Hearing On Proposed Economic Activation Zones For Oakland 11-18 -2025
Oakland City Councilmember At-Large Rowena Brown is introducing legislation called the Town Alive Initiative, aimed at re-energizing Oakland’s commercial corridors and strengthening small businesses. The initiative will establish Economic Activation Zones (EAZs) to revitalize public spaces and AI Activation Zones, physical hubs for community-driven AI education and innovation.
The problem is the Economic Activation Zone program ignores using tax increment financing in the form of AB464 Mullin 2021, to provide subsidies for existing businesses and new small businesses to pay for facade improvement, security enhancement, and working capital grants. So where’s the economic development incentive? It’s not a “pull” program, where the City has coordinated efforts that pull new businesses in.

We have found there is a disconnect between post length and time to product and revenue generated. With this, the problem is far less, though by no means solved.
