Oakland Coliseum JPA Violates Open Meetings Law: April 2025 Meeting Video Not Available To Public

Oakland (Special to ZennieReport.com) – On April 18th 2025, the Oakland-Alameda County Coliseum Joint Powers Authority (Coliseum JPA), and after that morning’s Coliseum JPA Meeting,  I sent the following email request to Renee Savage, the Executive Assistant to the Oakland-Alameda County Coliseum Joint Powers Authority, and its Executive Director Henry Gardner:

Renee wrote back in full:

Good morning Zennie,

I am waiting to receive the zoom meeting video recording from the Host. I believe she may be on vacation. I will keep you posted

So then, Renee wrote back something that was shocking:

Regrettably, the meeting was not recorded.

That was unbelievable. Totally. The very Coliseum JPA agenda says the following and directly shows the meeting was being broadcast, and because of that, the Brown Act says it must be recorded to be made available for public inspection:

The law is such that The Brown Act in California, which governs public meetings, does not mandate recording of meetings. However, if a meeting is recorded, as the Coliseum JPA obviously did, the recording must be made available for public inspection for at least 30 days. Zoom can be used for public meetings, but certain requirements must be met, including ensuring public access to the meeting and allowing public participation.
Here’s a more detailed breakdown:
Recording is not required: The Brown Act doesn’t require local agencies to record their meetings.
If recorded, make it public:
If a local agency decides to record a meeting (audio or video), the recording must be available for public inspection for at least 30 days after the meeting.


Coliseum JPA ZOOM Meetings Normally Start On ZOOM With The Words “Recording In Progress”.

The Coliseum Joint Powers Authority Meetings commonly start with an electronic-sounding-voice saying “Recording In Progress” noting that the ZOOM device has been set to record the broadcast of the meeting. That was the case at the March Coliseum JPA Meeting, one livestreamed on The Vlog Report With Zennie62.

A version of that recorded livestream of the Friday, February 21st, 2025 Coliseum Joint Powers Authority Meetings is here (the March 21, 2025 Coliseum JPA Meeting was marked CANCELED), and you can witness the electronic-sounding-voice saying “Recording In Progress” at the 3:49 mark and then then-Oakland Interim-District-Two Councilmember and Coliseum JPA Co-Chair Rebecca Kaplan say “Okay, wonderful. Thank you. We are now broadcasting and recording.” Even though my video did not record the voice sound for the April 18th Coliseum JPA Meeting, I did here for the March 2025 Coliseum JPA Meeting, and again, the electronic-sounding-voice saying “Recording In Progress”, was evident.

So for Renee to say that the Coliseum JPA meeting was not recorded was not true, and I responded to her email with this:

Hi Renee,

I do have a version of the meeting and recall that you all said it WAS recorded!   What the heck is going on there?

I received no answer. I have known Renee Savage for a long time, so I know the video problem is not her fault and that she’s working without help. For years (and I mean a long time) I have said for the Coliseum JPA to get her interns from the University of San Francisco Sport Management Program, but the Coliseum JPA never did it.

So, I added this email:

Renee. I have to report this. That’s against the law. I know that’s wrong.

I have texted and emailed about this to the head board members, and still nothing to date. It’s important that the public know why the meeting recording was destroyed, and if it was not, to make it available to me and anyone who would want to have it. Given the Coliseum JPA’s standard practice of recording the meeting, what the “host” told Renee was just plain bad, and also disrespectful of Ms. Savage.

The Brown Act law on making recorded meetings available is long-standing. The Coliseum JPA must follow the law.
