Washington D.C. Focus Of President Trump Executive Order But No Funding Attached Makes It Illegal
President Donald Trump wrote an executive order that focuses on Washington DC but it appears to direct Washington DC public officials but does not have its own designated funding source,nor does it mention one from any place,private or public. For example,the order calls for the “D.C. Safe and Beautiful Task Force (Task Force)”but it does not point to a funding source.
Constitution gives power of the purse to Congress
The U.S. Constitution grants Congress the country’s spending power. According to The USA Today,David Super,a constitutional law expert teaching at Georgetown University,said that means the president cannot spend money without congressional authorization,“whether by executive order or presidential memorandum or anything else.”
