Oakland (Special to ZennieReport.com) – After watching the Zennie62 YouTube interview with Former Oakland Mayor Sheng Thao Chief of Staff, now Oakland Mayoral Election Candidate Renia Webb, LaJuana A. Reid reached out to Zennie62Media, Inc to explain that she experienced a horrifying series of attacks both physical and legal by a member of the Oakland Police Department.

Ms. Reid pointed an accusatory finger to a man named Officer John Jacko Romero, and the physical and legal attacks on Mr. Reid were on behalf of John Jacko Romero’s cousin, Moses Jacko, who’s since passed away due to cancer. What follows is essentially Ms. Reid’s personal blog with photos and court case references. More content will be added here in the coming weeks.

Subject: Exposing Corruption in the Oakland Police Department – My Fight for Justice

Dear Mr. Abraham,

I am LaJuana A. Reid, and I’m reaching out because of your dedication to investigative journalism and exposing corruption, particularly within Oakland. My case is a blatant example of police misconduct, fabricated evidence, and the abuse of power to silence a civilian for reporting an illegal cannabis operation. But this isn’t just happening to me — there are other Black women, like Angela Sutton, who also have no criminal record and are being illegally targeted in similar ways.

How Oakland Police Deparment Orchestrated My Kidnapping, By LaJuana A. Reid

On August 1, 2019, I moved into my home in Oakland. Shortly after, I reported my neighbor, Moses Jacko, Jr., to Code Enforcement for operating an illegal cannabis grow. The overwhelming stench made it impossible to ignore. What I didn’t know at the time was that Moses Jacko, Jr. was the cousin of Officer John Jacko Romero, the sole officer assigned to the Oakland Police Department’s Cannabis Unit.

Instead of investigating his cousin’s criminal enterprise, Officer John Jacko Romero retaliated against me, orchestrating a 48-day campaign to manufacture false evidence, frame me for crimes I did not commit, and ultimately orchestrate my kidnapping.

  1. August 15, 2019 – Officer ROMERO authored a false Citizens Crime Report (19-048359) against me. He deliberately left it open-ended, because no crime had occurred. Over the next month, he worked with his cousin Moses Jacko, Jr. to fabricate additional documents, including a false neighborhood petition accusing me of aggravated assault on his 350-pound cousin and multiple false incident cards from fake 911 calls, claiming I was a threat to the neighborhood.
  2. September 1–9, 2019 – Without my knowledge, OPD officers issued multiple incident cards falsely accusing me of neighborhood disturbances based solely on Moses Jacko, Jr.’s fake 911 calls. These fabricated records were later attached to the false Citizens Crime Report to make it seem as though I had a documented history of trouble.
  3. September 17, 2019Officer John Jacko Romero escalated his scheme by authoring a fraudulent Elder Abuse Temporary Restraining Order (TRO) (HF19035537), attaching his false police report and fabricated incident cards as supporting evidence.
  4. September 27, 2019 – The fraudulent TRO was served on me and entered into the CLETS system—marking the first time I became aware of these false accusations.
  5. October 1, 2019 – Exactly 48 days after his initial false report, Officer ROMERO wrote a fraudulent Reporting Party (RP) card falsely claiming I had violated the TRO that he wrote. Using this fabricated document, he ordered Officer Victoria Denardi and Officer Mark Wilson to kidnap me, under the false pretense of a lawful arrest.

Officer Wilson’s body camera footage captures Denardi handing him the fraudulent RP card — written by ROMERO — before my abduction. It also captures Moses Jacko, Jr. asking the officers if they knew ROMERO, to which they responded, “Yes.” Jacko then stated, “That’s my cousin.” Despite knowing this clear conflict of interest, Denardi and Wilson carried out my illegal arrest anyway.

Weaponizing a Watchlist Status Against an Innocent Civilian LaJuana A. Reid

Despite having no criminal record, the police report for my kidnapping lists me as being watchlisted as Subject 9596690-00. This designation, which I discovered through my FOIA requests, was used to justify the illegal actions taken against me. Officer ROMERO exploited my watchlist status as a weapon to orchestrate my abduction. This raises serious concerns about how law enforcement abuses national security tools to target and silence civilians for personal and political gain.

The Cover-Up Allegation: Oakland Police Department Protecting an Illegal Cannabis Operation

Even after my kidnapping, the illegal cannabis operation continued uninterrupted for another year. In 2020, I reported it again—this time anonymously—leading the city to finally issue a Cease and Desist letter on September 30, 2020. The letter was cc’d to Officer ROMERO, proving that he was fully aware of and actively protecting his cousin’s illegal grow operation all along.

When I submitted FOIA requests to uncover how this happened, handwriting analysis confirmed that Officer ROMERO himself handled my FOIA request, meaning he controlled access to the very documents he had falsified to justify my kidnapping.

This is Bigger Than Me – Black Women Are Being Targeted

My case is not an isolated incident. Other Black women with no criminal records — like Angela Sutton—have been illegally targeted in similar ways.

Angela’s case, much like mine, involves false reports, unlawful targeting, and systemic abuse by law enforcement. The fact that multiple Black women with no criminal history are being subjected to this level of misconduct raises serious questions about how OPD and other agencies are weaponizing the legal system against us.

We are not criminals. We are innocent women being persecuted, surveilled, and kidnapped under false pretenses.

Legal Action & Why This Story Must Be Told

To stop the ongoing harassment, the court issued a two-year Civil Restraining Order (RG20058505) against Moses Jacko, Jr. on July 9, 2020. When OPD failed to enforce it, the court later issued a two-year Criminal Protective Order (CPO 1803178) on April 7, 2022. Both remained active until Moses Jacko, Jr.’s death from cancer.

I have now filed a federal lawsuit against the City of Oakland and its officers:
Reid v. City of Oakland, Case No. 25-cv-00383.

This lawsuit exposes the orchestrated campaign of harassment, fabricated evidence, and my kidnapping, proving that a sworn officer of OPD weaponized his badge to commit serious crimes.

Why This Story Matters & The Need for Media Coverage

My case—and Angela Sutton’s case—expose how deeply embedded corruption in OPD allows officers to fabricate charges, weaponize the legal system, and silence Black women without any accountability.

This is not just about me. This is about Black women being illegally targeted, watchlisted, and falsely accused with no due process.

I have documented evidence, body cam footage, FOIA responses, and handwriting analysis to support every claim I have made. I believe that by bringing this story to light, we can expose the abuses of power in Oakland Police Department and demand accountability.
